Windy Hill
Windy Hill is an independent racial equity consultant working with Joyce James Consulting, LLC (JJC). Before joining JJC in October 2013, Windy was a senior policy and program specialist in the Texas Health and Human Services Commission (HHSC) Center for Elimination of Disproportionality and Disparities and was responsible for complex activities and administrative functions that supported the HHSC Associate Deputy Executive Commissioner’s management and oversight of the legislatively mandated center. Windy’s 20-year career in executive leadership and management includes her Presidential appointment to the U.S. Department of Health and Human Services (HHS) as the Associate Commissioner for the Head Start Bureau where she represented the Administration and HHS with other federal and non-federal organizations and during Congressional briefings and hearings and White House Domestic Policy Forums. Windy earned a master’s degree in public administration from Stephen F. Austin State University, and a Bachelor of Business Administration from St. Edward's University.
